Educational Policy, Planning and Leadership Area
Biography:
Brenda Toler Williams has an extensive background in special education administration and university teaching. For nine years she was Director of Special Education for Hampton City Schools, one of the larger urban school divisions in Virginia. During that time she maintained adjunct faculty status at The College of William and Mary and the University of Virginia. Additional experiences include three years as an assistant professor in the Department of Child Study and Special Education at Old Dominion University and two years as a visiting assistant professor and coordinator of the learning disabilities program in the School of Education, The College of William and Mary. Dr. Williams' involvement with federal projects includes co-directing a special education leadership preparation project, directing an inservice project on mainstreaming, and serving as curriculum coordinator of a nongraded national Follow Through model.

Dr. Williams served as a member of the Board of Visitors of Old Dominion
University for six years and currently serves on the Urban Focus Group
for the Council of Administrators of Special Education, the Commission
on Virginians with Disabilities, the Editorial Review Board of the Journal
of Educational Relations, and the Virginia Department of Education Administration
and Supervision Committee. She is also active with the Council for Exceptional
Children holding membership in the following divisions: Teacher Education
(TED), The Division for Culturally and Linguistically Diverse Exceptional
Learners (DDEL), and the Council of Administrators of Special Education
(CASE). Dr. Williams is a member of the International Society for Educational
Planning, the National Council of Professors of Educational Administration,
the National Staff Development Council, and the National Black Child Development
Institute.
Her primary research interest involves examination of the role and responsibilties of school leadership for the provision of educational services to students who are at-risk for school failure due to factors such as cultural or linguistic differences, homelessness, poverty, or disabilities.
