Rob Hicks is an Associate Professor of Economics at the College of William and Mary. He received his PhD from the University of Maryland in 1997. He has published extensively in the area of fisheries management, water policy, and environmental economics. Dr. Hicks is currently expanding his research to include international environmental issues.
Bradley C. Parks is a Development Policy Officer at the Millennium Challenge Corporation. He received his MSc in Development Management from the London School of Economics in 2004. His research interests include aid allocation and the environmental metrics. While no longer working on the project full-time, Mr. Parks remains actively involved in much of the research produced by other members of the PLAID team.
Daniel Nielson is an Associate Professor of Political Science at Brigham Young University. He received his PhD from the University of California, San Diego in 1997. His research interests include agency theory, multilateral development banks, social and environmental assistance, and comparative politics, particularly in Latin America.

J. Timmons Roberts is a Professor of Sociology and the Director of the Program on Environmental Science and Policy at the College of William and Mary.  He received his PhD from Johns Hopkins University in 1992.  He has a wide range of interests related to environmental policy and environmental justice including work on the social impact of climate change and environmental justice in the United States and  Latin America, especially Brazil.  


Michael J. Tierney is Director of International Relations and Assistant Professor of Government at the College of William and Mary. He received his PhD from UCSD in 2003. His interests include international organizations, IR theory, political economy of development, and institutions. He has written numerous articles and book chapters applying agency theory to cases in international relations.

Operational Staff

  Jessica L. Sloan is Associate Director of the Institute for the Theory and Practice of International Relations and the Project Manager for Project-Level Aid. She is currently pursuing an MA in International Affairs from the Elliott School of International Affairs at George Washington University. Ms. Sloan comes to the project after several years working on international and environmental issues at the United Nations, World Bank, and United States Environmental Protection Agency.

Katie Ball, class of 2009, is a double major in Environmental Studies and International Relations.

Isabelle Cohen, class of 2011, is a double major in Hispanic Studies and International Relations.

Morgan Figa, class of 2010, is a double major in Economics and International Relations.

Shay Jannat, class of 2010, is a double major in Economics and International Relations.

John Lee, class of 2010, is a major in International Relations.

Molly Neel, class of 2009, is a double major in Chinese and Government.

Brad Potter, class of 2008, is a double major in International Relations and Physics.

Ryan Powers, class of 2008, is a major in government with a minor in Environmental Studies.

Heather Winn, class of 2010, is a double major in Government and History.
