The National War Powers Commission, which was co-directed by Taylor Reveley, interim president of the College of William and Mary, has proposed a War Powers Consultation Act of 2009 to replace the 1973 War Powers Resolution. The document seeks to foster increased dialogue and sharing of responsibility between the U.S. Congress and the executive branch of government.  —Ed.
